I have taken my 24" hookworm to 20 PSI over the max (but more typically 10 over or as I get in better shape the rated max). Been exceeding the max on bike and uni tires for years. My kenda whatever on my Nimbus 20" is 10 over right now. I've ridden skinny road bike tires at 115 with 95 PSI max on the sidewall.
My only blow off was a long long time ago (like 30 yrs long ago) on a BMX tire.
The only constant in nature is Dr House's epiphany 10 minutes before the end of each show.

Dang! Wanted to get in a quick ride on my KH36 today. Inflated the tire and was getting ready to put the uni in the car when BLAM! - blowout. The bead has separated from the tire - bummer. I've had this uni for over a year, but I've been riding it more the past few months. I had the tire off of the rim for the first time a week ago to fix a flat. I had a blowout after that, and now another. I'm trying to order a replacement, and shipping from UDC is $50 I'm trying to see if I can get a LBS to order it and avoid paying for shipping.

Your LBS will have 29" tubes for sure. That's what I use. It weighs much less than a 36" tube too. My only failures have been improper installation where a bit of tube gets pinched between bead and rim, then Kalpow!
Some agressive Pre-stretching the tube helps with the installation, as well as a liberal application of baby powder to the tube prior to installation.

This is from Tour De Tucson 109 mile ride in 2008, actually its my riding buddy's tire blew the day before the ride and the second pic is the sheet-metal hack that I was planning but didn't have to pop-rivet on (yes, pop-rivets!!!) because we found a new Coker ribbed tire at the last minute.
Truth be told, this tortured Nimbus Nightrider tire was of the first generation and it had multiple blow-out problems on this first generation Nimbus Stealth rim (with stretched 29er tube and 36er tube both). My friend used to arm this bomb before a ride by pumping it up to about 50 psi and then disarm the bomb after the ride by dropping it down to 25psi. This final blow-out was this tire's . . . .um . . .. auto erotic asphyxiaton where he finally lost his grip in the edge of the step stool in his bedroom closet
The new Coker tire has been blow-out free.
