Wow, it's hard to believe someone would be asking that much for something in that bad of condition.
The interesting thing is that the rust is worn off the frame shoulders, where a riders legs would rub, indicating that the thing is or has been ridden regularly in that condition.

I like the "handle" at the front. Seems like a really good way to mangle ones junk in a UPD. I think I'll pass on that one.

That trainer is a pretty cool thing. If that was local I might even bite. The price doesn't seem bad to me. I may just figure out a way to copy it. This could be just the sort of thing to get my kids riding!

Peugeot was originally a bicycle company, and later added cars to the mix. Of course this all happened over a hundred years ago. I'm pretty sure the Peugeot bicycle division is only loosely connected to the auto division (they share a parent company and a name). I'd bet that this uni was built by the bike company.

Yep, they had their big moment in the 70's, being one of the biggest manufacturer. But they didn't quite managed the arrival of off-road bikes (mountain bikes and xc bikes, but also BMX) in the mid/late 80's. The buyers wanted those and Peugeot was just doing what they knew: road bikes (race and touring). So they licensed the bikes until mid-2000. Since then, they got the licence back and the Peugeot bikes are mainly available through the car showrooms.

I never heard about them making unicycles. I might contact the seller to see about that.

The wheel looks very small on that uni, much smaller than Peugeot very first bike - a "Grand Bi" as we call them here:
