Clearly, it could be used either way around by adjusting the tilt of the saddle on the post. The important thing is that the saddle is over the axle.
I still believe it is backwards. In the position shown in the photo it would surely be a serious knee hazard.

But if you change the seat height from the lower end to the highest point you have to adjust the angle as well. If not it's rideable but very uncomfortable. But there are no problems with the knee.

The problem I see with that thing is that the frame sticks out too far - past the line from the end of the saddle to the edge of the tire - so it's going to bang into the ground every time the uni falls.
