You're looking for something connected from Billy. That's a habit more insidious than smoking or drinking.

I have always found it amusing that anyone might think it is somehow not unhealthy to roll up a bunch of dried leaves, light them on fire, and inhale the smoke.

I have also found it amusing that anyone might think it is somehow not unhealthy to drink a flammable, organic solvent.

I have found it even more amusing that anyone might think it is somehow not unhealthy to dictate or regulate the ingestion choices that others make.

My bad...

Of course both drinking and smoking are not to be considered healthy.
Although some statistics have shown that people who drink a glass of wine per day tend to live longer than those that don't drink alcohol at all. So in moderation it seems to be just fine. Whatever...
Personally I quit smoking because the addiction got so strong that I had to smoke about a pack a day (not so unusual) and it felt wrong to me. And I had seen people die from lung cancer which seems to be a horrible way to die. Also non smoking areas were such a PITA it was ridiculous.
So for me it was either smoke on the way I did or quit entirely. So I did the latter, not looking back at all.
Alcohol on the other hand isn't something I have to consume constantly to feel okay. And I'm sure I would quit that too if that ever happened.
Being an (non abstinent) alcoholic would certainly not be any healthier than being a chain smoker.

So far my 2¢, now back to e-liquid and e-cigs.

I'm in Italy right now. Apparently the Surgeon General's report (USA) never made it over here. Lots of smokers everywhere! Well, not everywhere. Not in restaurants, bars, or most indoor places.

But the moment you step out of the airport in Rome, you find a bunch of them...

Is there any rule about smoking during the Track and Field Events of UNICON?

I know in MUni I always see videos off these guys rolling down volcanoes with cigarettes hanging out of their mouths
