I don't know of any specific Skagit area riders.

The Bellingham juggling group has several riders. We've done several rides on Mt. Galbraith (Great MUni trails just South of B-Ham) with them. You can get their e-mail at http://www.ac.wwu.edu/~juggle/

The SARS (Seattle Area RiderS) are "just" 60 miles south. What kind of riding do you do?
