I have a flat and i need to repair the tube how do I get the wheel off,or is there an other way to do it with out having to remove it?

try using a flathead screwdriver (if you don't have a tire-puller) and inserting it between the tire and the rim. once you get it under the tire you'll want to try to pry it upward and off the rim. move around the rim doing this until you can just pull it off. it's not easy. if you want to repair the innertube you'll have to be very careful so as not to put more holes in it.

To get the complete wheelset off, you need to take the bearing holders off, and your wheel will pull right off.

take the entire round bit off your frame, deflate that tyre, use a tyre puller or taped up srewdriver(so you don't hurt the tyre) and pull half of the rubber off the rim. your tube will pull out, the new one goes in and repeat in reverse.
Don't use a screwdriver! You'll damage the rim and tear the tube. Use the handle of a spoon or something of that kind. Or just buy a proper tyre removal levers. I got mine for about 3 euros and it's excellent.
