2 Questions:
1) Was that filmed in Tennessee, Arkansas, Mississippi or Alabama? Had to be one of those 4.
2) I wonder how far you could shoot a water balloon with that thing?
Bonus question: If I put my mother -in-law in one of those things and she died, could I be charged with murder?
Bonus question number 2: Would it be worth it?

One question
If the person was sitting on a sling instead of being fastened into a harness, how far would they go?

Lets go with Alberta. When my cousin first saw that video about 6 months ago he very seriously considered what it would take to make one for his kids.

I actually watch home videos like this for a living and I'm often quite surprised when I check the return address of tapes. Many tapes with stunts such as these come from towns I've never heard of in California.

There was a 'real good' one of these constructed with proper human safety at heart near where i used to live in WA, alas i was never old enough to use it.

The Discovery Channel show Stunt Junkies (http://dsc.discovery.com/fansites/stuntjunkies/stuntjunkies.html) had an episode where someone did a reverse bungee jump from one of the highest bridges in the US. They started on the ground tied to a stretched bungee that shot them up to bridge level, then cut away and did a base jump back to Earth.
Video is here (http://dsc.discovery.com/beyond/index.html?playerId=203711706&categoryId=208816812&lineupId=164950249&titleId=339146948) (scroll to the 7th video from the top)

I think that might be more fun than normal bungie jumping. I'd be scared of hitting whatever I'm tied to though.
