I don't think there could be a fair way to only give animated avatars.

I'd still like them back though. If people's internet is running so slow, use Firefox and download Fasterfox estension for it, it's amazingly fast.

maybe people could have two avatars uploaded, one can be animated if you want, but at least one of the two has to be still. then you would say if you want the still ones to display, or the animated ones...that'd be really hard to do though, I think, but it would be cool.

I don't understand how being a respected member of the unicyclist.com community makes a person's animated avatar any less annoying. I thought that was the reason they're not allowed - that they're annoying, not that they too big in the file size department.
