I gave good rep to someone and they said that it was only neutral rep. Why the heck is that!

I think it has something to do with the amount of rep you have. If someone doesnt have enough rep no matter what kind of rep they give its neutral. Please correct me if Im wrong.

That seems to happen in this threads. It only dropped it down two points as unitic doesn't have much rep. (oops, did I just out him)

You are correct.
I don't know what the minimum rep you need before your votes have a positive or negative effect. I think it's around 10 points, but could be more or could be less.

I try to be careful not to give positive rep to people I believe may abuse the rep system. No incentive to give them good rep just so they can do more damage.

It'd be nice if you could give like one point to some people, just to give them positive feedback. But right now when you give rep, it gives or takes 45 points.

I'm going to have to beg GILD to give me some bad rep just so I can get back down to a reasonable level. At this rate I'll be too timid to give any bad rep unless it is really really deserved. :p (pink smiley)

Maybe I can broker a deal with Miss Ayelery to give bad rep for me by proxy. :D

I would expect Miss A to play the heavy in that pairing. She's the kind that carries a ruler for your knuckles.

45 points a pop? OK, now I'm very scared. [begin=suckupstrategy]Hey JC, can I buy you a beer this weekend after the ride? As a bonus, I'll wipe out in front of you and let you ride up my spine.[/suckupstrategy]

I think the rep is "for life", although a given line item will eventually disappear from the page. The page display is set at 15 comments, so once you get #16, then #1 disappears from the page, etc. But it still counts to your total Rep Points.
